Mark Webster is the Managing Director of EESD, LLC which specializes in the telecommunications, energy and transportation sectors, particularly is Europe, Africa and the Middle East. He is a management consultant with expertise in business planning; operational effectiveness; project development and financing; regulatory frameworks; and concessioning strategies.

Mr. Webster was previously VP of Operations and Business Development at Accelacom, a broadband service provider. He was responsible for providing internet access, managed hosting and wide area network services to business customers. He improved service delivery through network standardization, process redesign and supply chain optimization. He also rewrote the company’s business plan to focus on profitable customer segments and develop a viable network deployment strategy. As a result of this intervention, the investors provided new funding for the business.

Mr. Webster led a consulting team that developed a wireless liberalization strategy for the Government of Jordan, including a comprehensive review of regulatory, technical, economic and competitive issues. Mr. Webster built a financial model to evaluate the impact on potential investors of different liberalization scenarios. As a result of this assignment, Jordan successfully licensed two new wireless operators in a difficult investment climate.

Formerly Mr. Webster was the Operations Director at SOFRER, a French provider of network services, where he was responsible for turning around field operations. Prior to that, he was Director of Network Planning at Teligent, a Competitive Local Exchange Carrier (CLEC), where he was involved in technology planning, new product introduction and program management. Specifically, he managed complex implementation projects in 42 cities, deployed optical and wireless technologies in over 1700 sites, and realized reductions in operating costs in excess of $50 million.

Mr. Webster earned a MS in Management (MBA) from M.I.T. Sloan School of Management in Boston, MA, USA, and a BS International Economics from Georgetown University in Washington DC, USA. He is fluent in French and is proficient in Italian.
